The Southampton Ocean Engineering Joint Institute at Harbin Engineering University(hereinafter referred to as the “JEI”) is the first Sino-British cooperative educational institution with ship and ocean characteristics approved by the Ministry of Education. The JEI is an important measure for HEU to promote the construction of "double first-class", to carry out high-level substantive international cooperation and exchanges, to enable the related disciplines to become world-class, and to promote the overall improvement of personnel training and scientific research; it is also an important breakthrough while facing the urgent needs of professionals in the field of marine engineering and shipbuilding industry, adhering to the concept of open education, gathering high-quality education resources, facilitating the innovation of our international cooperation, personnel training and management, and comprehensively enhancing the capacities of education.

The JEI will give full play to the combined advantages of HEU and UoS in the field of marine equipment and science and technology, absorb the advanced educational concepts from both, build a first-class faculty, and innovate personnel training models and management mechanisms to reach our goal of cultivating comprehensive, outstanding, and innovative talents with both international vision and patriotic enthusiasm and an all-round development of moral, intellectual, physical, aesthetic and industrious qualities. We are bound to open a new chapter in the cooperation of education and science and technology between Chinese and British universities in the maritime field under the comprehensive strategic partnership of "Smart Ocean".
